    • Overseeing Implementation of Special Measures – From Paper into Practice

      Comics on the use of special measures created by Marko Somborac in cooperation with BCSP research team will be exhibited at the conference.

      Belgrade Centre for Security Policy (BCSP) is organising the conference "Overseeing Implementation of Special Measures - From Paper into Practice", which will be held on September 8, 2015, at 11 AM in Zira Hotel, 35 Ruzveltova Street, Belgrade.

      The conference aims to initiate a discussion on challenges in overseeing implementation of special measures for secret data collection.

      The questions which will be addressed at the conference are:

      • Does the legislation enable an effective external oversight of the use of the special measures for secret data collection?
      • What is the external oversight of the use of special measures like in practice?
      • How could the external oversight be advanced?

      These questions will be discussed by:

      • Momir Stojanovic, Chairperson of the Security Services Control Committee of the National Assembly of the Republic of Serbia;
      • Goran Ilic, President of the Association of Public Prosecutors and Deputy Public Prosecutors of Serbia and Deputy of Republic Public Prosecutor;
      • Miroslav Panic, Adviser to the Director of Security Information Agency;
      • Marko Jovanovic, Senior Adviser to the Ombudsman;
      • Miroljub Vujovic, Judge at the High Court in Kraljevo.

      Keynote speaker and moderator will be BCSP Executive Director Predrag Petrovic.

      The conference is part of the project "Who Controls the Wire: Towards the Effective External Oversight of the Use of Special Investigative Measures", supported by the Royal Norwegian Embassy. In the framework of this project, BCSP has conducted a research on the use of special measures for secret data collection, whose findings will be presented at the beginning of the conference. BCSP has also published a toolkit entitled "Special Measures for Covert Data Collection: Oversight Handbook".
