          • Police should represent a service for citizens, with implementation of the law, and not safeguard interests of ruling elites as its primary function. This is why police reform is of paramount importance for transformation of the entire security sector and complete democratization of society in transition. In focus of BCSP interest is a legal and strategic framework for police reform, with special attention devoted to concepts of “police reform” and “police culture”.
