          • Supporting Civil Society Organisations in Monitoring Police Reform in Serbia

          • Strengthening of the civil society networks, with the view to contribute to the police reform process in the framework of the accession negotiations of Serbia and the EU under the Chapter 24, is the main goal of the project that is being implemented by Belgrade Centre for Security Policy and supported by the OSCE Mission in Serbia

        • The police reform process in Serbia became very closely connected to the country’s negotiations with the EU. The impending opening of negotiations on Chapter 24 during 2016, covering the area of Justice, Freedom and Security, sets the priorities of reform in this area as outlined by the Action Plan for this chapter. In this regard, the role that civil society plays in monitoring the negotiations under Chapter 24 is especially important for the accountability and transparency aspects of police reform.

          Therefore, this project aims to further strengthen the monitoring role civil society has under the three most relevant civil society mechanisms within this process

          • Coalition prEUgovor, tasked with monitoring Chapters 23 and 24;
          • National Convention on the European Union (NKEU) - Working group for Chapter 24;
          • Sectorial Civic Society Organizations (SEKO) for Justice and Home Affairs Areas.

          The project supports coordination efforts on the part of civil society to be able to meet the needs of the consultation and monitoring processes in relation to the accession talks between Serbia and the EU. Furthermore, the project plans to enhance the knowledge of relevant societal actors on police reform, through promotion of the Guidebook on Police Cooperation.  Finally, the project will ensure greater public visibility of issues pertaining to this area through dissemination of newsletters/information papers, organisation of public events and consultation meetings of the aforementioned networks involving high level officials of the Serbian Government and other relevant institutions.
